It is very difficult to define knowledge Management in a few sentence or in few word when it is itself is a treasure of all enriched and lavish thought which if starting pouring cannot have the sufficient model or the space to refine the elements of Knowledge management. The dynamics of the knowledge management is different in each one’s life and it varies with age, sex, race, profession, need etc. The nature of Knowledge Management and ways of imparting Knowledge Management is new wave, which has regained from the birth of its ambitious theme of today. The algorithmic approach and rich nation entity has loosened its wall and flown in all direction to enrich all the nations of god gifted pie of land. The Knowledge Management system in the world has the objective of creating intellectual awareness of trends and growth of our economics, social, political and cultural activities and their ethos. Knowledge Management is regarded as a corporate cost savings process to enhance performance capabilities with broader availability and utilization of major corporate knowledge assets. This paper is an attempt to study the issues and challenges that are interwoven with knowledge management.

1.    Introduction: The traditional pattern of Knowledge Management is changing with the need of all in new dimensions of requirements. The foundation of Knowledge Management has broken all walls of its limit and blowing like a wave and flowing like ocean in all dimensions and passion for its excellence has desired by almost by all the developed and developing nations. The cult of its origin has become the second thoughts of its flourishement. The time has reached for its persistence of its requirements. The thing of past has changed into the things of today and tomorrow. The futuristic goal has made it more relevance in the scenic sense of its existence.
The Knowledge Management in present scenario is to bind or to club the bonds of affinity between the developed and developing countries. The concept of innovation is now quite well established in the Knowledge Management world. Indeed Knowledge Management is the basis of all planning, all development and all progress. As such, our programs of Knowledge Management should lie at the base of efforts to forge bonds of common citizenship, to harness energies of young minds and to develop natural and human resources of every part of the globe. These are some important aspects of social change in developing countries.

Knowledge Management for all brings the bright prosperity in the society with more and more social and psychological changes. The concept of Knowledge Management change involves the transformation of society from traditionalism to modernism, from backwardness to development, and from apathetic ignorance to active enlightens. In other words, Knowledge Management brings new awakening in the masses with regard to their rights, duties and responsibilities towards society and nations.
The Knowledge Management is one of the highest ingredients, which makes the accessibility of acceptance with understanding of learning. The implication of any Knowledge Management by learning is excellent provided that the Knowledge Management should be competent, cheap, and reliable and well defined. Knowledge Management is an ongoing process and is continuously changing. So with the adjustment it can play a vital role in development of any nation. Learning or Knowledge Management teaching before 100 years was not like to-days.
Today’s the Knowledge Management and its learning approaches has changed from classroom teaching to modern techniques, teacher mediated method to videodiscs, CD- ROMS, web – based training, wireless communication etc. The significance of Knowledge Management are many in developing countries like India where Knowledge Management is low but Knowledge Management has bolster the new waves in the all-round development.
2.    Review of Literature: The former President of India, Dr. A. P. J. Abdul Kalam( 2002) identifies India’s human resource base as one of its greatest core competencies. R.K. Pillania contributed through his research papers, ‘State-of-Art of knowledge management in Indian industry’ (2004), ‘knowledge creation in B-Schools’ (2005), ‘Role of top management in KM’ (2006) and ‘knowledge management for Indian Business Schools’ (2008). Sam Pitroda as a Chairman of National Knowledge Commission through his policies and innovative ideas makes a good effort for achieving knowledge economy (2009).
3.    Knowledge Management: Indian Perspective: The National Knowledge Commission (NKC) was set up in June 2005 to take appropriate actions, to provide India a knowledge advantage to create, apply and disseminate knowledge.  The Indian universities, research institutions and laboratories are playing an important role in the development of knowledge. Adult literacy, delivery of information, public information availability and affirmative action framework are some issues regarding access to knowledge that will be addressed by the NKC (Mehta at al-2010)  In some of the districts of Rajasthan, Bihar and Uttar Pradesh, female literacy among SC/STs is even less than one per cent. Even otherwise, the BIMARU States (Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh) contain the largest chunk of unlettered. Various factors account for such a dismal state of affairs.
4.    The Statistics: With 90 million children aged 6 to 14 in the country and almost 15 million of them out of school, the major thrust has to be on cent per cent enrollment by the end of 2005. This is to be matched by efforts to keep them interested in Knowledge Management. Currently, about 40 percent of the children drop out in the primary school stage. More vigorous efforts are required to spread Knowledge Management in rural areas so as to change the total environment and thinking in rural areas of India.
5.    Challenges: Indian Knowledge Management world is still at nascent stage. Therefore, application of computer, technology is a recent and ongoing process in India. There has not been carried out any significance research on the above topic and its impacts in Indian context. However, in developed countries there are significant research studies in the above topic. Some of them include:

Beside above challenges there are many more challenges which lies ahead;
    I.T. Knowledge Management in Primary to Post graduate level studies
    Distance learning with the help of technological advancement
    Putting I.T. on the edge
    Preparing young mind to develop with the blends of the technology
    Controlling drop out in the schools etc
    Providing good infrastructure in Knowledge Management

6.    Problems: The problem of the study focuses to provide the solution that at what extent, which Knowledge Management technology is in use and what are its impacts in Knowledge Managements system. The few problems which have been highlighted could adopt the following step – by step process of progress. The clubbing of technology adds more glory in its shades and shines like more innovations and skills. The tech and its tentacles create passion able and fashionable stuff with latest tools of Knowledge Management. They are the guidelines and pinnacles of the organization of creations. Knowledge Management leads to growth path of 360 degrees.

7.    The Pragmatic Approach: The thing of past has taken a new avenue not only for developed nations but also by the developing nations. The existence by and without the Knowledge Management is not possible without the development that has taken its roots in all walks of life. The survival of sustainable growth is adding filler between the ingredients of Knowledge Management. The talk of sustainable growth has been voiced at various international levels at all the time but the best and restless auspicious occasion has come when the entire nation has to rebuild the new age of good Knowledge Management.

9.    Conclusion: Knowledge Management covers its effectiveness all round development of the nation future with its role in different fields. These will be in conformity of requirement of the objective of the study. The research has shown the tremendous impact and implications on the new concept and methods of Knowledge Management arousing the tentacles of development. The countries like India where 35% of the population is liberate, the rapid development of Knowledge Management has given new dimension and passion for excellence in creation of all round development, which are affordable, portable and versatile in nature.

India is fourth largest economy in world, attracting global demand for its Knowledge Management. In India, Knowledge Management is a combination of traditional and as well as modern. E-learning and classroom teaching techniques is the program, which has to be well designed and published well so that it can take off by word of mouth. The challenge for most Knowledge Management organizations that aspire to provide E-learning in India is to get good program that meets the learner’s needs and then make the cultural change in the way they learn. India is a sublingual country and most of the population knows vernacular languages. The technology advancement can help them.
