The transformation of the world economy into the knowledge based society calls for fostering of technologically competent human resource as an essential input for national development. The new global scenario poses unprecedented challenges before the technical education system thereby demanding the whole range of skills for round development of nation.
Education system in India from adult literacy programmes and rural schools to vocational institutes and universities leading to high level research, need comprehensive makeover in obtaining quality education priorities. Literacy and basic education are required for the people to manage their daily lives participate in democratic process, technical skills enable participation in the economy and higher education enables Indian to play effective role in the global knowledge economy and international affairs. However there is another need which seems through all forms of education, it is need to in aculeate the right value to develop responsible citizens of society. Good values are built at home in family and the community, rather than in school and colleges. In such place of learning they can be strengthened. Values can not be taught like text nor tested in written examination. They are learnt by living.The aim of technical education is to produce engineers and technologist with strong scientific knowledge. They should also be aware of social needs the eminence of technical institution depend upon the capability and achievement in shaping the end product. In order to achieve this institution has to organize and carry out certain activities: Academic, Managerial supplemented with good co curricular program. The quality skills, competencies, values and attitudes of human recourses are very important prerequisites for successfully carrying out these activities, innovation in mobilization utilization and management of facilities, operation and resources go a long way towards significant improvement in the functional role of technical institutions. There has been a considerable expansion of technical education in the country though the quantitative expansion of engineering education has been very rapid and manifold, the quality of education has become dismal. There appears to be no proper mechanism in the technical education system to find out whether a quality education is being offered in the institution. the engineering institutions are the key suppliers of competence needed by the industry. However industry has been choosy for quality talent but has remained passive towards their concern for quality man power product from institutions. Industries comment that only 30% engineers produced are employable is alarming and note worthy for persons engaged in imparting technical education mainly faculty and management of colleges. Following agencies are concerned with the technical institutions:- the AICTE which is vested with statuary powers is expected to carry out the following functions:-
• Planning and coordinated development of technical education.
• Promotion of qualitative improvement.
• Regulation and maintenance of norms and standards
Though AICTE is vested with statuary power to regulate the activities of technical education they have little influence in controlling the quality what it does can be said symbolic than substantial the AICTE has been a failure.

They have not been able to regulate the strength in colleges as per norms. They permitted the opening of new colleges, resulting in colleges with sub standard infrastructure producing poor quality engineers.
Technical universities almost function as board in every state there are 200-300 engineering colleges, affiliated to technical Universities. They are satisfied if they can conduct the examination on time and announce the result of examination. They have no program or time to look in to the quality of education imported. These Universities can regulatory indirectly to influence quality by providing scheme of examination and courses of studies. The functions of board of studies and faculties are such that they have little influence on implementation to influence quality. There is need to diversify the activities of affiliating technical Universities by opening campuses in different region of state. The state Govt./Directorate of technical education acts only as watchdog for implementation of rules and regulation related to admission and fee structure without any emphasis on quality of education if therefore evolves that the responsibility of education falls on individual institution . the management, governing board of the college have to care and take in to account not only the development activities but functional aspect and effectively by shaping the system through the head of institution and faculty. A cult has to be developed; the time has come to convert number strength into quality strength. The transformation of engineering institutions to maintain high standard to accomplish quality engineering graduates will be substantial contribution towards national economic development.
Keeping the above facts in view faculty of college, administrative system and the management of college should strive to facilitate the following activities in the college to get good quality output.
The colleges should strengthen the administrative structure system should have sufficient transparency. Critical analysis should be done about student intake scenario. To find past medium of education understanding level, academic performance, family background, behavioral aspect etc. program for attitudinal change in student appropriate for engineering studies and professional career should be made
Following should also be considered to as prerequisite to improve quality:-
1. Modes of interaction with students.
2. Striking most appropriate teaching learning process.
3. Attendance in class room
4. Tricks and techniques of talent search and motivation to improve.
5. Psychological innovation in class room teaching.
6. Scheme to persuade student to adopt and refer text boos of standard level
7. Conduction of practical in laboratory- Evolution of Exercise, use of laboratory manuals.
8. Effective tutorial system.
9. Comprehensive assessment method.
10. Timely interaction with student council for good ambience in campus.
11. To create, establish and to make it prevalent-the healthy and good traditions in institution.
12. Result analysis to be made every semester and back up support with remedial measured to be made for improvement.
13. Scheme to increase institution industry linkage.
14. Scheme to encourage student and faculty for participation in paper presentation, attending seminar, work shop etc.
15. Formation of research development cell at Department/college level.
16. The institution should hold training program for field engineers in form of short term courses by faculty and Experts..
17. Placement cell to be headed by a person with industry/HR experience. The cell should create industrial linkage.
18. Alumni feeling to be inculcated in outgoing students- strong link to be maintained by institution.
19. Provision for games, sports and cultural activities with provision for incentives.
